Jump in your ship and then to the dock area of any large port town. You will find traveling merchant vessels - in particular, you're looking for the Tea and Libra Guild Vessel - where you can exchange Pirate Coins for crafting mats. These are also limited weekly.

These reward Harmony Shards for completing as well as Treasure Maps (you might have to pay some gold for this in the loot auction) which open dungeons that need to be completed with other players who also have the map. You can complete these every day.
